Business: Baldacci budget missing
Business Guide to say that the governor of the tax bill on its way by the legislature this week does not go far enough, expenditure control or reduce the size of government.
During Dir quickly to commend John E. Baldacci a good first step, two separate groups calling for stricter regulations on replacing spending caps and a government plan to reduce employment. They also believe it is not happen overnight.
“It took some time to enter the financial abyss that we have in Maine, and there is still some time until we out of it,” said Vaughn Stinson of the Maine Tourism Association, Maine Part of the Business Roundtable, a market survey on the governor of the tax plan. He called a good start, the tax is not tax reform.
The report - is carried out by national accounting standards company Price Waterhouse Coopers - shows the legislation would, at best, transfer the burden of tax and other taxes of State. Worse, if ever it has no effect if the government merely replaces the proposal to cap spending.
“The law has a limited scope,” says the report released last week. “The tax caps, both at the local level and the state, can be effective to limit spending growth” and in large measure to translate into tangible reductions in taxes without the use of high-income industrial private and taxes.
Maine, the second combined tax and taxation in the country, measured as a proportion of personal income - a ranking in part to a poor condition. Maine ranked ninth highest in the country in a pro-head basis.
The panel and a second group of the Coalition for a tax reform, wants it more difficult for government spending caps in the bill, with at least two-thirds of the crush by the legislation.
While Sen. Peter Mills (R-Somerset County) has made plans for the introduction of two-thirds of destination crush, it was not expected to arrive. The bill, which went to the house on Tuesday, was discussed to push, but the Democratic majority seemed in favor of this bill in its present form.
This includes hats to the state, county and local level, where expenditures increased in proportion to the real incomes and personal growth - without inflation. In addition, the factor of population growth at the state level and new taxable property in the county and local levels. School a spending limit of what the state suggests, is a framework of programs and services funding model. The majority of the votes of legislative bodies can prevail on the cover.
Property tax relief promised, because the state party at the expense of the school, up to 55 percent over four years, and there is a strengthening Circuit Breaker Homestead programs and give an owner to house break in Maine their tax bills in the legislation.
“We are pleased that this was a realistic cap, which is really accessible and it’s the same for all levels of government,” said a member of the coalition by David Flanagan, former Director of Central Maine Power and a candidate for governor in 2002. “We are not so lucky with the override provision. A simple majority, it is easy to succumb to the temptation for the first time, push comes to push.
Flanagan is of the opinion that spending caps with the number of employees by the Government recently.
“Maine has doubled its size by the government in the last 10 years,” said Flanagan. “We must maintain our public sector costs in line with our ability to pay.”
Public education has been targeted by both groups, with statistics show that more than half of all employees working in the State of the K-12 system and the number of people, it is necessary for our schools fourth higher in the ranks of the nation.
Also cited was a poll published earlier this month by Education Week found that Maine eighth place in the nation in regard to the Pro-pupil expenditures.
Flanagan said, “our K-12 escalating costs are dramatic - some 50 percent over the past seven years, while our school population has actually decreased some 11000 over time.”
